Crevice 4 is multi purpose utility which supports features like mouse gesture and keyboard mapping.
Gestures for standard browsers are built in, by default.

While pressing right button:
Wheel ↑ : Previous tab.
Wheel ↓ : Next tab.
Move mouse ↑ : Scroll to the top.
Move mouse ↓ : Scroll to the bottom.
Move mouse ← : Go back history.
Move mouse → : Go forward history.
Move mouse ↑↓ : Refresh page.
Move mouse ↓→ : Close tab.

You can use C# language in your user script file, so there is nothing that can not be done for you.
